All Teens learning how to drive in Illinois who are between the ages of 15 and 20 , must go through the graduated driver licensing program. The Graduated Driver Licensing program has been developed to create awareness among drivers to prevent accidents and maintain highway safety. The learner permit is intended to prepare you for your unrestricted drivers license. The first phase of the graduated driver license is called the Permit Phase. This is for people who are 15 years of age. The second phase of the program is called the Initial Licensing Phase, and is for drivers between the ages of 16 and 17.
The final phase is for drivers who are 18, 19 or 20 years of age. This phase is called the Full Licensing Phase. This is where you would need to start at the age of 18. There are very few restrictions for drivers in this last stage. For instance, you cannot use a cell phone if you are under 19, unless you are using it to contact the police (in the event of an emergency). Texting is prohibited. The other benefit of being 18 or older is that your parent or legal guardian cannot take away your driving license. And finally, you will need to go through all of the steps and requirements for a new drivers license. These include, paying the fees, giving up any previous learner permits, and passing the vision, written and driving tests.
